Certain color problems

i notice on movies with like brown colors they always turn out a little pixelated with blocks or like moving and noticeable even on movies with not much compressine like down to 70 percent for hour and half movie do i need a filter for color any input greatly appreciated

I've never seen anything like that. Can you post an example? Also, what encoder do you use?

im using hc encoder 2 pass it shows on my standalone dvd player i never watch on computer
